### 1. 거버넌스 의결 권한

아쿠아 생태계의 거버넌스는 오직 최상위 멤버십 NFT인 'BWPM' 홀더들의 투표를 통해서만 이루어집니다.

* 의결권 행사: 홀더들은 본인이 보유한 BWPM 수량에 비례하여 생태계 주요 안건에 대한 의결권을 행사합니다.
* 의결권 제외 대상: 생태계의 공정하고 탈중앙화된 운영을 위해, 초기 팀 물량(700개) 및 sBWPM 전환 물량은 거버넌스 의결 권한에서 엄격히 제외됩니다.
